The international community is not willing to abandon its old fashioned habits that fails in diverse countries around the world when it comes to preventing or stopping a war.
A person whose strong belief in non-violence and determination to lead the African subcontinent, I mean Congo, peacefully toward democracy based on a real long-lasting peace, has just submitted to The United Nations a realistic and efficient plan to help end the war that Kagame and Musseveni have spread across Congo. The UN seem to be ignoring this plan.
Mr. Koffi,
Why don’t you take this opportunity to stop for good this genocidal revengeful in the person of Kagame who kills Hutus every single day? Perhaps you are waiting till the massacres reach huge proportions in order for you to finally say what a shame!
This Peace Plan urges even the initiators of the war to take actively part to the table of negotiations under the supervision of The UN. What is wrong with that? Why would you blame this so realistic and simple plan? A palaver is an African virtue. Why don’t you help it work out at this point? Later on it will no longer be possible, Congo will have to be stuck in killings.
Just think of the genocide in Rwanda that plunged the entire world in consternation. It was about a fight between two tribes only! What would happen in Congo where there are so many tribes.
Mr. Mandela,
You have helped Kabila to access the power. The war that is going on today is between the belligerents who you know very well since you have helped them to enter Congo. What would prevent you from using your influence and power to end these massacres of civilians and innocents?
The same people you have helped are currently leading all the armies fighting in Congo. They all listen to you when you talk to them, whether they like it or not. You can ask them to stop killing. Also, I know that Americans listen to you as well. With their assistance you can manage to find a compromise in this shameful war.
Allow me to remind you the two terms of the Peace Plan suggested by Etienne Tshisekedi. Please let me know which one of those two you wouldn’t be capable to apply alone or with American assistance.
1. To organize negotiations under the UN patronage, gathering all parties politically involved. These parties are: a) Kabila and his circle of influence, which consists of his government members, some Mobutists rescued and a few Congolese citizen in most cases still tolerating Kabila as he might end the invasion by Rwanda and Uganda, AFDL being dislocated. b) The Non-Violent Democratic Opposition led by UDPS the most popular political party which gathers the majority of Congolese people who has been fighting for more than 18 years for democracy and who ended Mobutu’s dictatorship. c) The armed Opposition consisting mainly of dissident elements of AFDL joined by some dinosaurs of Mobutu’s regime and an important part of military officers from former Mobutu forces.
You can do it as you did to free blacks from apartheid. You were about doing it but a key person towards the final step was absent at the meeting. That person is Etienne Tshisekedi whose popularity and determination to democratize the country by a non-violent mean is familiar to you Other remarkable members were also absent. These are The USA and the other members of G8. They are the ones who can ensure appropriate ongoing negotiations as you have organized at Durban and elsewhere. The solution is suggested by Etienne Tshisekedi a person who knows the field. The negotiations should be supervised by the countries with biggest military forces. That is the reason why a Security Council of intervention is imperative to help respect agreements before the elections can take place.
Etienne Tshisekedi is suggesting you, as an add-on to what you are currently doing, a creation of a peace observer group. This group will ensure that the peace agreements are respected, otherwise the all peace process is vain. We will have to believe that the G8 want the war to continue so that they can clear out their stocks of weapons.
2. To reaffirm by all participants, especially by Heads of States represented at the table of negotiations, the sacred character and inviolability of current borders between their respective countries conform to the international regulations.
In any case, Mr. The Secretary General of UN and Mr. President Mandela, you are the biggest wise-men in Africa on the eve of year 2000. I am confident that with the participation of The USA and Canada, you can obtain signed approvals from your young African brothers Musseveni and Kagame via Pastor Bizimuna and others to end this shameful war.
